It goes to the heart of the argument in a city committed to reducing its carbon emissions: 

“The trouble is, what was a grand project a few years ago, required massive energy input to quarry the materials, process the cement in the kilns, manufacture everything from kitchens to window frames. 

“All that embodied energy will not have been justified if the complex is demolished.”
